During this time the BAC for a DUI was about .15 and it was hardly ever enforced.
In 1981 CA passed legislation forcing jail time for repeat offenders and increased the fine to $375. The next year President Ronald Reagan formed his own commission, appointed Candy Lightner and in 1984 the National Minimum Drinking Age Act was passed raising the age to 21, as opposed to random ages states had between 18-20. By 1990, the state of California adopted a .08 BAC level.
