This photograph exists in the public domain and is available to download from the Library of Commerce.  It is from the Survey team of the Federal Government upon completion of the iconic Solano County Landmark known as the City Hall of Fairfield California. 
 
B. Gale Wilson was the city manager of Fairfield for over 40 years from the 1950's until the 1990's.  He oversaw the creation of this iconic piece of construction and archetectual achievment for a city of its size in the 1990's.  Inspired by the Frank Lloyd Wright designed Marin County building B. Gale Wilson created an archetectual competition for this grand city hall. 
 
It is built on a parcel of land that was housing for nearby Travis Air Force Base known as Waterman Park.  Buddy Waterman the founder of the city of Fairfield California still holds the world record for sailing from New York to Hong Kong in a Clipper Ship. 
 
I used to work at the JC Penney in town.  It was my first job. 
 
After the successful construction of the City Hall in the 1970's. B. Gale Wilson proposed the idea of building a Town Center and shopping mall.  In what has gone down in town lore and city manager history as an memorable meeting that has been talked about in government circles in California over the last years the meeting went like this. 
 
Developer: "Here are my plans for a proposed mall to be an extension from the current JC Penney."
 
B. Gale Wilson: "Do you like making money?"
 
Developer: "Yes"
 
B. Gale Wilson: "Then draw me a plan for a real mall and not this rink a dink thing.  We do things right in this town like we did with City Hall and we are going to do it with this mall.  Now what are your concerns?"
 
Developer: "Land use the city doesn't own the land around it...." (yada yada yada)
 
B. Gale Wilson: "Don't Worry about it that's our job.  I'll work with the Redevelpment agency and get it all straightened out.  I want a big mall that will attract customers and make you more money. Sound Good?"
 
Developer: Looks to the archetect who didn't quite know what was going on and says "Tear up those plans and draw new ones.  We got work to do."
 
The meeting lasted about 5 minutes.  And the entire area around the mall was completed about the time I entered High School and worked at my first job.
